Under an agreement with an unidentified construction vendor for the city, Aguinaga would receive the money about every two or three weeks, prosecutors said. Aguinaga gave the rest of the money to an unidentified city official, according to the plea agreement. While meeting with the unidentified contractor, Aguinaga typed out a message on his phone: “Don’t talk” or “Don’t say anything,” according to the plea agreement.
