Accordingly, in conformity with Article 93 of the Ethiopian Constitution, the Council of Ministers declared a State of Emergency on 04 August 2023, Proclamation No. A Central Command headed by the Director General of the National Intelligence and Security Service has been established for the effective implementation of the State of Emergency.
