Former deputy director of the Basic Law Committee and former justice secretary, Elsie Leung Oi-sie has criticized the Hong Kong Bar Association's views on postponing the Legislative Council, saying that they are based on politics rather than legal reasons. The HKBA yesterday expressed "grave concern" over the decision of the Hong Kong government to postpone the September 6 Legislative Council election for one year. Leung pointed out that the coronavirus epidemic has worsened in Hong Kong since the beginning of last month, and voters would risk infection. Leung also revealed that the government had considered using the Legislative Council Ordinance and the Prevention and Control of Disease Ordinance to postpone the election, but it is not feasible as the legislative process may be affected by opposition lawmakers' filibustering. Leung believes that the NPCSC will make a constitutional decision which will be in accordance with the "One Country, Two Systems" and the Basic Law.
