Elon Musk is already generating controversy on Twitter two days after settling a fraud case by securities regulators who are requiring Tesla Inc. to put in place a system to monitor his public communication. At 1:22 a.m. local time in California on Monday, Mr. Musk sent his first tweet since Saturday’s settlement was announced, posting a music video of the hip-hop song “O.P.P.” and captioning it with the artist of the song “Naughty by Nature,” followed by a winking emoji.
