Mayor Rahm Emanuel announced a program that would require city high school seniors to have a plan for their future to receive their degrees. The intent is to ensure that "every high school graduate has a post-high school education plan because the economy requires it." Chicago provides free access to community college for those with B averages in high school. What of kids who, because of circumstances, need to work after high school to help support a family? According to the Bureau of Labor Statistics, two-thirds of jobs require no more than a high school degree to perform.
