Should the Biden-Harris ticket win in November, Harris would have to resign from the Senate before the Jan. 20 inauguration of the new president and vice president. Up for reelection himself in 2022, Newsom probably will aim to appoint someone with whom he wants to share a ballot. He has many from whom to choose: The Golden State has 45 Democrats in its congressional delegation. California has never had a Latino senator, so Newsom could also make history and nod to the state’s heavy ranks of Latino voters with his pick.
