CAIRO—Egyptian President Abdel Fattah Al Sisi on Saturday appointed a new armed forces chief of staff, while several top officials in the security apparatus were also replaced, as the country faces a rampant insurgency. The president issued a decree appointing Lt. Gen. Mohamed Farid Hegazi as the new chief of staff of the armed forces, replacing Lt. Gen. Mahmoud Ibrahim Hegazi, according to a brief statement issued by Mr. Sisi’s office.
