Nguyen Ngoc Thuy, better known as “Shark Thuy,” has been accused of being primarily responsible for defrauding more than 10,000 investors of over 7.677 trillion VND, while having reimbursed only about 2 billion VND, according to an indictment filed by the Supreme People’s Procuracy. The remaining 206 million shares were sold without authorization, generating 7.677 trillion VND in unreported income.
