Mr. Johnson is seen as the front-runner to replace Mr. Cameron as leader of the Conservatives, but he has made many enemies. Mr. Cameron also suggested that the best outcome for Britain now would be a deal in which it retained access to the single market. About three-quarters of lawmakers had supported remaining in the European Union.
