Rescue efforts were under way Monday after a strong earthquake near the border between Iraq and Iran killed at least 414 people and injured many more. The U.S. Geological Survey said the epicenter of the magnitude-7.3 quake was in Iran about 20 miles south of Halabjah, a city in Iraq’s Kurdish region. It took place at 9:18 p.m. on Sunday.
