Since the July 2016 coup attempt against Mr. Erdogan, he has consolidated powers and cracked down on broad swaths of society. The EU’s Turkey dilemma was on display last week, when European leaders cooked up a solution over an informal dinner. Then, several EU leaders stressed that the move wouldn’t affect their pledge to provide another €3 billion for refugee programs in Turkey starting next year. Later this year the EU and Turkey will hold high-level talks in Brussels to deepen energy, transportation and economic ties, according to the EU diplomat. While all EU leaders have publicly or privately expressed dismay over the state of human rights and rule of law in Turkey, according to EU officials and diplomats, they are divided on how the bloc should respond.
