BRUSSELS—The European Union on Tuesday upped the global stakes in fighting international tax avoidance, saying that 17 countries aren’t sufficiently cooperating on taxation issues. The announcement is the latest piece in a series of measures to broaden the bloc’s tax base and slim down deficits in the wake of the global financial crisis, which hit the European economy and government coffers hard. Meanwhile, economic growth in Europe has picked up considerably.
