BRUSSELS—European governments, under pressure from Washington and Riyadh, have refused to endorse a European Union list of dirty-money hot spots that includes Saudi Arabia and some U.S. territories. The move to block the expanded list of countries that the EU believes have weak controls of money laundering and terror financing was supported by 27 of the EU’s 28 member states, officials said.
