“There can be no frictionless trade outside of the customs union and the single market,” Mr. Tusk told a business conference in Brussels. There is a precedent in Canada’s trade agreement with the EU, which contained some limited arrangements allowing Canada to certify that domestically made electrical goods meet EU standards. But the EU insists that for Britain to maintain frictionless access to the single market, it must abide by EU court judgments, make significant payments into the EU budget, and accept all key rules, including freedom of movement of EU workers. The EU signed an association agreement with Ukraine that allows Ukrainian firms to participate in the single market in areas where it adopts EU rules. To do so would risk unraveling the single market,” he said.
