Whereas the guidelines on nominations are clear, as this is intended to bring into these key institutions people who can articulate special interests, some party leaders use these positions to reward loyalty or unfairly benefit their kin. SPECIAL INTERESTSSome of them hardly made any contributions in the various chambers or even in their individual capacities. Whereas the nomination slots were intended to bring in more women, youth and people with disabilities to advocate those special interests, there is little evidence of this. To get value out of all these positions, it is important that the nomination rules be strictly adhered to. Unless the parties pick people who will add legislative value or draw attention to the need to redress the difficult circumstances hampering the advancement of these special interests, then these positions cannot be justified.
