Yet, when Treasury Cabinet Secretary Henry Rotich read the Budget in March, he granted a tax waiver on maize flour to force the prices down. For good measure, the government announced the release of maize from the grains reserve to stabilise the prices. However, since 2012, the baggage has been reducing, from 41 million bags in 2012 to 39 per cent of that in 2014 and continuing. Reducing the cost of maize flour requires multiple approaches; not just tax waivers on imports.
