"The upcoming upazila elections will be held in five phases and the EVMs will be used in upazila headquarters from the third phase," he said. The Election Commission Secretary disclosed the decision at a press briefing after holding a meeting with law enforcement agencies at Election Commission headquarters in Agargaon on Monday.
