- A federal judge has ruled that Dylann Roof, suspected of shooting and killing nine black parishioners at a South Carolina church, is mentally competent to stand trial. Roof faces 33 federal counts of hate crimes and faces the death sentence in a separate state murder trial scheduled for 2017.
