PRESIDENT Rodrigo Duterte has once more raised the issue—sometimes taken as a joke—of rape, but stressed he was turned off by rapists who victimized children. In a speech before Filipino-American tourists at his hometown Davao City, Duterte recounted his problem with the 1980s anti-communist group Alsa Masa, who would often ransack houses, rape women and children, and turn them as hostages. In a mix of Filipino and English, Duterte said: “What I don’t like is for children to be raped. If you rape three [women], I’ll take the blame,” Duterte said. Near the end of his speech, Duterte jested he could go to “hell” with one of his appointees, actor Cesar Montano who heads the Tourism Promotions Board and could join forces in finding Satan to make him suffer.
