President Rodrigo Duterte has removed Philippine Health Insurance Corp. (PhilHealth) interim chief Celestina Ma. Duterte named PhilHealth board member Roy Ferrer as de la Serna’s replacement, according to the appointment paper dated June 1 but released by Malacañang only on Monday. De la Serna said PhilHealth did not have an apartment for its officers in Manila, so she had to be billeted in a hotel. De la Serna‘s travel expenses were exposed as PhilHealth incurred a net loss of P8.92 million in 2017. “None, sorry,” de la Serna told The Manila Times in a text message when asked to confirm the order.
