MANILA, Philippines — President Rodrigo Duterte made his first appearance on Tuesday after a weeklong absence from the public eye. Duterte welcomed Thailand Ambassador to the Philippines Vasin Ruangprateepsaeng in Malacañang during his presentation of credentials.
