The President sent a letter to Senate President Vicente Sotto certifying the “necessity of the immediate enactment” of Senate Bill No. The tax rate will be increased by P10 every year until 2023 and by 10% every year thereafter. The measure likewise seeks to raise excise tax on tobacco products to P60 per pack by 2023 from P35 and introduce a P10 per pack on heated tobacco products in 2020.
