President Duterte used the excuse of terrorism in Mindanao to declare martial law there on May 23, a martial law he is itching to expand to the rest of the country. This is contrary to the 1987 Constitution of the Philippines, as is his threat to extend martial law past the 60-day maximum. Congress should revoke his martial law declaration, as is its constitutional right. Yet Duterte has said martial law could last a year. Indeed, he declared martial law on his trip to Moscow.
