The new excise act is currently being drafted by the state registration, excise and prohibition department to replace the existing Bihar Excise Act 1915. Family members living in other places will not come under the ambit of the law. The draft of the new excise act is in the final stages of preparation. "No law could be more arbitrary if such a provision to make family members responsible is incorporated in the new excise act. It will, the officials feel, put an onus on the family members to check any further violation.
