The Dow Jones industrial average breached the 23,000 barrier for the first time last night as the White House promised that tax reform would be ready by the end of the year. The index of 30 leading American companies rose 160.16 points to close at 23,157.60, a gain of 0.7 per cent for the day and its 52nd record close of the year so far. The index passed the 22,000 mark on August 2 this year. Since then, gains in Boeing, Caterpillar, IBM and Goldman Sachs have provided nearly half of the fuel to push it past 23,000.
