On December 5, Director (Administration) Dr Abul Kalam Azad issued a circular in this regard, responding to the High Court ruling on the matter. The circular said that dope test should be included in the recruitment process and after the initial health check-up; the report should be sent to the director (hospitals and clinics) of Health Directorate. A source from the Directorate said that as the number of drug addicts increased in the country, and as there is no system at present to monitor the recruitment of government jobs, the high-ups have instructed that the dope test should be made compulsory. Earlier on November 5, the High Court issued a rule asking authorities concerned to explain why the dope test for recruitment of government job candidates and blood test prior to marriage should not be declared compulsory. Cabinet secretary, Law secretary, Health secretary, inspector general of Police, director general of the Health Directorate and director general of the Department of Narcotics Control were made respondents to the ruling.
