The unpaid fee came after the US president was seen travelling around London in his £1.8 million armour-plated limousine with his 20-strong convoy. According to The Sun Transport of London is issuing a bill for the visit as the US Embassy now owes almost £12.5 million in unpaid congestion charges. Paul Cowperthwaite, general manager of road user charging at TfL, said: "We are clear that the congestion charge is for a service and not a tax. "We continue to pursue all unpaid congestion charge fees and related penalty charge notices. The congestion charge is a £11.50 fee for driving a vehicle in central London between 7am and 6pm.
