Romania's national flag is blue, yellow and red. There is no accepted world body to step in when one nation has a problem with another nation's flag. Since then, Chad’s parliament has thrown up distant protests, and some vexillologists—experts in flag studies—have accused Romania of flag theft. The late French leader, Mr. Roman recalled, suggested keeping the hole, saying it would help distinguish the nation’s flag from Chad’s.
