I make this in the slow cooker and I leave it for the day. Place the beef, carrots, onions, garlic and bay leaves in the slow cooker, casserole or pot. Use a whisk to blend the beef stock and flour. Set the slow cooker to high and cook for four hours, stirring a few times.
