Labor Secretary Silvestre Bello III cited this possibility after learning from the Philippine Nurses Association (PNA) of the shortage of nurses in the country. “In order for them to not want to work abroad and just stay here, we should also consider increasing their salaries. Earlier, the labor department slowed down the deployment of construction workers overseas due to the manpower shortage in the local construction industry.
