She accused the World Bank of supposedly "shaming" the country for not following reporting protocols. The World Bank, Briones fumed, did not inform the Department of Education (DepEd) that it was reporting out its summation of three international competency tests on Filipino students. The process - and the messenger - were blamed clearly to obscure the dire and grim message of the World Bank prognosis. Instead of thanking the World Bank for its truth-telling and pushing the DepEd into a radical reform agenda to reverse the mediocrity, Briones copped out by railing against the reporting process. And the World Bank is not under any obligation to give too much deference to an institution as incapable and underwhelming as the DepEd.
