Wednesday’s eleventh-hour bargaining won Pelosi the backing of eight Democrats who had said they could not vote for anyone for speaker absent a commitment to substantial changes in the way the House operates. Although she is unopposed for speaker, Pelosi faced a consequential test. Instead, the move would have to be initiated by a party caucus or conference.
