Democrats need Mr. Manchin’s support to pass the bill in the 50-50 Senate. He criticized plans for the child tax credit during the negotiations last year, taking aim at a temporary extension, its availability to higher-income Americans and the absence of a work requirement. Still, it is unclear if changes to the child tax credit would lead Mr. Manchin to support the package.
