Kushner's comments were his first public remarks on his efforts to restart peace talks between Israel and the Palestinians. Israel regards Jerusalem as its capital, with most government functions, including the prime minister's office, Supreme Court and parliament, located in the holy city. The Palestinians claim east Jerusalem, captured by Israel in 1967, as their capital. Republicans have championed embassy security since a 2012 attack on American compounds in Benghazi, Libya.
