The annual observance of the International Day of PWDs was proclaimed in 1992 by United Nations General Assembly Resolution 47/3. SB188 underscores the role of the National Commission for Disability Affairs as the primary agency responsible for the implementation of policies aimed at fulfilling the rights of the PWD sector.
