OTTAWA — Canada’s provincial health ministers are in Toronto, imagining they have federal Health Minister Jane Philpott at their mercy ready to pay a multibillion-dollar ransom into provincial treasuries in exchange for being left alone. He agreed to increase federal health transfers by six per cent a year in a decade-long deal. There’s no real cut in federal health transfers imminent. RelatedIn effect, Queen’s Park has taken the larger health transfers from the feds and shifted some of the money into budgets that aren’t health. That fight will light up again and it sure would be nice for Hoskins to be able to smother it with federal money.
