At the time, the ensuing armed intervention in Libya was hailed as a model for preventing severe human rights abuses in the rest of the world. So did the Libya intervention test the doctrine of R2P to destruction? But when Nato forces launched aircraft and missile attacks on the Libyan army, the consensus started to crumble. By breaking the consensus on R2P, the Libya intervention blocked the way to undertake any Security Council-approved coercive measures in other conflict zones, particularly against the Syrian regime. Whether a Libya still ruled by the Gaddafi family would have produced a better outcome is a different question.
