In a city where residents are asked to wear fluorescent markers, activists fear that pedestrians who don’t wear such markers will be blamed for their own deaths or injuries. The problem with the armband strategy isn’t that it promotes victim blaming. But when it comes to pedestrian safety, the armband strategy doesn’t work.
