The DOTr explained that it has been employing a “catch-up plan to expedite the construction and operationalization of various transport infrastructure projects” in the Philippines. According to DOTr, the country is already 20 years behind in terms of transport infrastructure which includes the aviation, railways, road, and maritime sectors. “We have a mass transport crisis.
