The Department of Justice (DOJ) is studying the possibility of issuing an Immigration Lookout Bulletin Order (ILBO) against Army reservist Vhon Martin Tanto who gunned down cyclist Mark Vincent Geralde after a traffic altercation in Quiapo, Manila last Monday. Another victim, Rocel Bondoc, a second year student at the Universided de Manila was hit by a stray bullet. Bondoc was hit in the lower back, damaging the kidney and remains in critical condition in an intensive care unit (ICU) of the Mary Chiles Hospital. Tanto was caught on closed-circuit television (CCTV) camera fatally shooting Geralde after the two exchanged punches along P. Casal street in Quiapo at 9:30 p.m. last Monday.
