Democratic National Committee Chairman Tom Perez called for a recanvass of results of the party’s Iowa caucuses on Thursday while the Associated Press said it was unable to declare a winner, two blows to a state at risk of losing its status as the host of the first presidential nominating contest every four years. Mr. Perez’s public call put renewed attention on the technical glitches and other problems that have delayed the declaration of a winner for three days. Those problems also factored into the AP’s decision late Thursday.
