A three-pronged strategy has been clearly spelt out in the draft document – Connect India, Propel India and Secure India. Besides, a review of the whole licensing and regulatory environment including various levies and licence fees is also on the cards. The industry which has piled on a cumulative debt of around Rs 7.76 lakh crore, doesn't seem to be on a high note with this review. The government's ambitious project BharatNet to connect all gram panchayats with broadband has already been going on and has faced many hurdles while implementation. The policy is also silent on where the money will come from with telecom operators reeling under high debt and witnessing intense competition.
