The UP police is a force to be reckoned with, not just for humans alone, but apparently for donkeys as well. With the local police seeing red, the donkey owner took to appeasing the jail superintendent beseeching him to release his animals. Average police expenditure as a percentage of the state budget in January 2017 was at a pathetic 3.56 per cent. The state of UP manages to perform below the average with the police expenditure to state budget ratio at 3.4 per cent. Antics such as these will continue to abound as long as funds meant for modernisation don’t find their way to the lowest chowki.
