In this regard, DILG Undersecretary and spokesperson Jonathan Malaya said the department is more than ready to defend its position regarding the revisions in the implementation of the GCTA. Some inmates frown at the crafting of the IRR in the GCTA as they even elevated their case to the Supreme Court. “The law gave the DOJ and the DILG the authority and the responsibility to craft the IRR,’’ Malaya explained. Malaya asserted the revised IRR addresses the many inadequacies of the old IRR that were abused and taken advantage of by corrupt correctional officials.
