DES chooses arbitration panel against ThaicomThe Thaicom satellite operated by Thaicom. The move comes after the cabinet last week granted the DES Ministry authority to pursue legal action against Thaicom. DES Minister Buddhipongse Punnakanta said the ministry will request the Office of the Attorney General facilitates the formation of the tripartite arbitration committee, which consists of Thaicom, DES Ministry and a third party acting as a mediator. In June the DES Ministry set up a legal panel to scrutinise how Thaicom dealt with taking Thaicom 5 out of orbit and look into whether the move breached the concession contract, which was drafted almost 30 years ago. As Thaicom 5 has been out of service and Thaicom 6's capacity is fully used, this has raised questions about which satellite could serve as Thaicom 5's backup.
