Cyclone Higos, now centred within about 800 kilometers of Hong Kong could affect the city and the Hong Kong Observatory said it will consider issuing the strong wind Signal, No 3 between 2:00 p.m. and 4:00 p.m. The outer rain bands of Higos are affecting the coastal areas of Guangdong. Based to the current forecast, Higos is expected to intensify slightly and will skirt within about 200 km to the southwest of Hong Kong tonight and tomorrow morning. Local winds are expected to strengthen gradually later this afternoon. Seas will be rough with swellst the Observatory forecast.
