In a Facebook posting on Friday, Khairy said a ‘culture and environment of fear’ was what actually led to the decision to replace Zhuliang. Khairy said an investigation he ordered after the rape case involving a national diver in October revealed that Zhuliang while not directly at fault in the rape itself, had allowed a culture which led to it. "The main reason Zhuliang's contract was not renewed was because there was a culture and environment of fear among a section of our national divers," said Khairy. "This culture and environment had lead to rape, sexual harassment, violence, physical abuse, bullying and threats. Her investigation showed that a culture and environment of fear had become widespread across the sport.
