It all started on Monday when he parked his car illegally in Beach Street near a bank and Penang Island City Council (MBPP) enforcers duly clamped his wheel at 12.45pm. In front of the enforcers, the 27-year-old man jacked up his car and unscrewed the bolts of the clamped wheel. He then took out his spare tyre, bolted it on, stowed the clamped wheel in his car boot and drove off. We just took pictures of what he did and lodged a police report,” the MBPP spokesman said. On Wednesday, the man went to the Jelutong police station at about 11pm, wanting to lodge a report against the enforcers.
