Creation of Department of Disaster Resilience pushed 1 SHARES Share it! Tolentino said Cabinet members such as Defense Secretary Delfin Lorenzana and Eduardo Ano should be present in the next public hearing as they were represented by their undersecretaries hearing on Monday. Zubiri pointed out that the proposed DDR is necessary in bringing disaster resilience up to the level of the cabinet. To complement the goals of the Department of Disaster Resilience Act, Zubiri also brought up the necessity for the National Hazard Mapping Act, the bill for which he filed back in July 2019—one of his first few bills for the 18th Congress.
