Only 15 per cent of consumer businesses were open under level 4, according to analysis of 26,000 eftpos transactions. “Level 3 can be difficult for a lot of businesses that do open, because people anticipate because they're open they're trading, and trading well. Hardware and DIY stores can open for trade customers who are helping maintain other level 4 businesses or services.
